Will Photoshop Elements Edit Drawings?

I am a beginner - I draw pictures using markers, I scan them into the computer and I hire someone who helps me to edit them in Photoshop. We play with color and text and sometimes clean up some lines and then he puts them into a template so I can bring them to a printer to be printed as cards.

So, I don't have really high technical needs, but everything I read says that Photoshop Elements is for photos, so I'm not sure it would work for drawings.

Can you tell me if Photoshop Elements would do the job or would it be better to invest in Photoshop?

I can get Photoshop at a student price so that makes a huge difference and makes the decision harder. If I had to pay full price, I wouldn't even be thinking about it.
